1.      Introduction

 

         1.1   The following rules and regulations shall be known as The Friendship Cup 2008, Junior 7-A-Side Soccer Tournament Rules.

 

         1.2    The contribution for participation in the tournament is S$50 per team. Payment is to be made upon submission of entry form and should be in cash.  (Note: Any entry without contribution will not be accepted).

 

 

2.      Rules of the Tournament

 

         2.1   The tournament shall be played in accordance with the laws of the game as laid down by the FIFA latest Rules & Regulations.

 

         2.2    The rules governing the tournament are:

 

                    2.2.1        Eligibility
                           The tournament shall be opened to players:
 

Under 8 years old as on 1/1/2008 or born in 2000 Plus 2 (two) players born in 1999.

Under 10 years old as on 1/1/2008 or born in 1998 or later.

Under 12 years old as on 1/1/2008 or born in 1996 or later.

Under 14 years old as on 1/1/2008 or born in 1994 or later.

Under 17 years old as on 1/1/2008 or born in 1991 or later.

      In order to encourage participation of female players in the tournament, the Organisers have decided the following:

 

      1. Age of female players may be a maximum of 2 years older than the age limit of each age group.

 

      2. Female players are allowed to play in the Under 8, Under 10 and Under 12 categories ONLY. Female players are NOT allowed to play in the Under 14 & 17 tournaments.

.2.2        Registration

                                   Each team is entitled to register 10 players which must include a captain to represent the interest of his team.  Wherever available, a team should be represented by a coach or a manager.           

 

                  2.2.3         Mode of Tournament

                                    The total number of teams participating will be divided into 2 or 4 groups and shall play on a league basis.  The winner and runner-up of each group shall enter into Quarter-Finals or Semi-finals where it will be played on a knock-out system.  The winners in the Quarter-finals will proceed to the Semi-Finals and the winning teams of the Semi-Finals will meet in the Finals. The teams that lost in the semi-finals will play in the 3rd and 4th placed play-offs.


                     2.2.4      Scoring


               The method of scoring shall be as follows:


               WIN - 3 points              DRAW - 1 point                LOSS - 0 point

                                

2.2.4.1  In the event of a tie in a group position, winners and/or qualifiers to the Knock-Stage of the Tournament will be decided by the following sequence:

(a)  Goal difference

(b)  3 mandatory penalty kicks each

(c)  Maximum of 4 penalty kicks on "sudden death" basis i.e. the team that scores wins if the other misses.

(d)  Toss of the coin to be conducted by the referee.

2.2.4.2  In the event of a tie for the first and second placed teams in a group, as both teams qualify for the Knock-Stage of the Tournament, the first and second placed teams will be decided by the following sequence:

(a)  Goal difference

(b Toss of the coin to be conducted by the referee

2.2.4.3  In the event of a drawn match in the Knock-Out Stages of the Tournament, the following sequence will be applied:

(a) 2-minute break is allowed for the teams to refresh themselves before Extra Time. Players are not allowed to leave the field.

 

(b) Extra Time of 7 minutes with no interval will be played immediately after the

2-minute break.

 

(c) "Golden Goal" Rule shall apply during the Extra Time whereby the first goal scored by either team shall be accepted as the Winning Goal of the Match.

 

(d)  If the match still remains a draw after Extra Time, 3 mandatory penalty kicks shall be taken by each team. Note: Only players that remain on the field at the end of Extra Time are allowed to take the penalty kicks.

 

(e)  Maximum of 4 penalty kicks on "sudden death" basis i.e. the team that scores wins if the other misses. Note: Only players that remain on the field at the end of Extra Time are allowed to take the penalty kicks.

 

(f Toss of the coin to be conducted by the referee.

                     

                     2.2.5      Fixtures
The fixtures for the tournament will be prepared by the organisers and it shall be given to all team captains, coaches or managers
.

 

                     2.2.6      Duration of Matches

 

                                    2.2.6.1        On a league basis:

Each match will be played in 2 halves consisting of 5 minutes each half with no interval.

                                    2.2.6.2        Knock-out system:

From the Quarter-Final onwards it will be 7 minutes each with no interval.

                     2.2.7     Colours

                                    Each team is to wear identifying jerseys.  The first named team on the fixtures shall be the Home Team.  In the event of clash of colours, the Away Team shall have to change into a different set.  Nobody is allowed to play bare-bodied. Teams coaches/managers are advised to bring along additional set of jerseys.

 

                     2.2.8      Minimum Number of Players

                                    2.2.8.1      All teams must be at their respective pitches at the appointed time to commence play.  No match shall commence unless each team has at least 5 players.  After a grace period of 2 minutes, the team which fails to field the required numbers of players shall deemed as having conceded a walk over.  The opponent will hence be declared the winner with 2 goals and 3 points.

                                   

                                    2.2.8.2      In the event of both participating teams not being able to produce the required 5 players after 2 minutes, the match will be abandoned and both teams will be awarded 0 goal and 0 point.

 

                    2.2.9      No player is permitted to play in more than one teams of the same age group.  If he is found to be doing so, he shall be barred from the whole tournament. Any team found allowing such player to play for it will be disqualified and the match will be awarded to the opposing team.  In this case, the opposing team shall be awarded with 2 goals and 3 points.

                                                                                                                                                          

                     2.2.10    If a team has 4 or less players on the field at any one time during play, the match shall be stopped and referred to the organisers whose decision will be final.

 

         2.3       Withdrawal

                     Any team which fails to field a minimum number of 5 players for 2 or more matches, shall be deemed to have withdrawn from the tournament.  In this instance, all previous matches involving this team shall be declared null and void.  All points will not be included for the championship.

 

         2.4       Substitute

                     A maximum of 3 substitutes will be permitted during a match.

 

         2.5       Team Sheets

                     Before play, each team shall hand in a Team Sheet consisting of names of players, to the referee of the match.  No teams are allowed to field UNREGISTERED players.  Any team found doing so will be disqualified and the match will be awarded to the opposing team.  In this case, the opposing team shall be awarded with 2 goals and 3 points.

 

         2.6       Team Managers & Officials         

         2.6.1  Team Managers and/or Officials shall report to the Organisers before 0800 hrs on the day of the tournament and to hand over the Final List of Players.

 

          2.6.2 Team Managers and/or Officials are expected to be in their best behaviour and to be exemplary to their players and supporters.

 

           2.6.3 Team Managers and/or Officials are expected to be responsible with the behaviour and conduct of their players and supporters.

 

          2.6.4  In case of Team Managers and/or Officials interfering with play or attempt to do the same, the organisers after consulting the Referee will warned the Team Managers and/or Officials to refrain from such behaviour. If such behaviour persists, the organisers have the right to disqualify the Team Managers and/or Officials from any involvement from the tournament and future tournaments. A formal written complaint will also be made by the Organisers to the relevant organisation/s that the Team Managers and/or Officials represent and to the relevant authorities.

 

            2.6.5 Team Managers and/or Officials are expected to refrain from any attempt to influence the performance of player/s from other participating teams by offering the said player/s rewards and/or favours. Any such attempt will be viewed seriously by the organisers and will disqualify the Team Managers and/or Officials from any involvement from the tournament and future tournaments.  A formal written complaint will also be made by the Organisers to the relevant organisation/s that the Team Managers and/or Officials represent and to the relevant authorities.

         2.7       Pitches
In the tournament, the pitches as designated by the organisers shall be used
.

 

         2.8       Infringement Rules

                    The rules governing all infringement except the “off-side” rule shall be strictly enforced including the back passing to the goalkeeper rule and time-wasting rule.

 

3.      Breach of Rules

 

         3.1      Any players sent off from the field of play by the referee is automatically suspended for two matches.  Any players sent off the field of play for the second time is automatically suspended throughout the tournament.  A player having received 2 yellow cards will be automatically suspended from 1 subsequent game.  Once he receives the 4th yellow card, he is automatically suspended from the tournament.

 

         3.2      Good behaviour is expected of all players during a match.  Players using vulgar language shall be given a yellow card, after a verbal warning from the referee, for bringing the game to disrepute.

 

         3.3     The referee shall be the sole time-keeper and his decisions relating to the match shall be final.  No appeal against his decision will be entertained.

        

4.      Protest

        

         4.1      All complaints or protests are to be forwarded to the organisers within 5 minutes after the game.  The Burden of Proof is on the complainant and/or protester - in the form of witness, documentary proof and/or other acceptable proof - which has to be produced to the Organisers for consideration. A fee of $50/- shall accompany the protest.  It will be returned if the protest is considered justified.  The verdict of the organisers is final and no further protest will be entertained with regard to the same matter.

4.2   Any complaints or protests are to be forwarded to the organisers through the appointed official of the protesting team, who has to be appointed before the start of the tournament and accepted by the organisers.

 

4.3  The organisers will not deal with any person/s other that the appointed official as mentioned in 4.2

 

 

5.    Matches Discontinued

 

         5.1    The organisers reserve the right to discontinue any matches and/or the tournament due to weather and/or any Act of God, or due to any circumstances beyond the control of the organisers.

5.2      The discretion to reschedule or not to reschedule the outstanding matches due to the weather and/or any Act of

            God is with the organisers.

 

5.3     If the matches are rescheduled, the teams involved must accept the new dates decided by the Organisers

          otherwise "walkover" will be given against the team/s that could not play on the rescheduled date/s. In this case

          the "walkover" rule of "2 goals and 3 points" to the team/s that could play applies.

 

5.4   If the matches are not rescheduled, no refund of the contribution made as entry to the tournament and no

        compensation in any forms will be made to any teams and/or individuals by the organisers, North West

        Community Development Council, Marsiling Residents’ Committee Zone 7, Marsiling Constituency Sports Club &

        Fuchun CC MAEC and associated organisations and sponsors.

 

6.      Exclusion

         6.1    North West Community Development Council, Marsiling  RC Zone ‘7’, Marsiling Constituency Sports Club, Fuchun CC MAEC, associated organisations and sponsors of The Friendship Cup 2008, Junior 7-A-Side Soccer Tournament, will not be liable for loss of life or property, damages, accidents or injury to players, officials and spectators during the tournament.  The organisers reserve the right to change any rule, regulations and fixtures if the Organisers consider doing so would be in the best interest of the tournament.

 

           6.2     Any matters not covered by the Rules and Regulations shall be referred to the organisers whose decision shall be final.
